Mission: To provide the community with the construction, improvement and maintenance of the non-granted road infrastructure the entity is in charge of, contributing to the sustainable development and to the country's integration by means of a network that's efficient, comfortable and safe.

Vision: To be, in the year 2019, an entity that dynamizes the development of the non-granted road infrastructure under its charge, an entity which provides security and well-being to its users, an entity that is highly recognized for the quality of its management, and made up of a humane team committed to the accomplishment of their mission.

Entity's Functions

The National Roads Institute (Instituto Nacional de Vías, INVIAS) began functioning on January first, 1994, by means of the 2171 decree of December 30, 1992. This decree created a public establishment of national order, with legal status, management independence and patrimony, ascribed to the Ministry of Transportation, which had as objective the execution of politics and projects related to the road infrastructure the Nation was charged with.

During the strengthening of the Transporting sector, INVIAS assumed new functions as well, and its internal structure was changed with Decrees N° 2056 and 2067 of July 24, 2003.

As an organism ascribed to the Ministry of Transportation, the National Roads Institute belongs to the Executive Branch of the Government.

The nearly 13 thousand kilometers of the country's road infrastructure are, in short, the reason we exist. That is why day to day, we look after the 7 trunk terminals, which cover our territory from North to South, and after the 8 transversal terminals, which link the trunk terminals in their East to West path.

Objective

The objective of the National Roads Institute, INVIAS, is the execution of policies, strategies, plans, programs and projects concerning the non granted infrastructure of the Primary and Tertiary roads of the National Road Network, as well as the railways, the river transportation systems and the sea infrastructure, in accordance with the parameters given by the Ministry of Transportation.

What do we do?

- We carry out the policies of the National Government concerning the infrastructure of its competence, according to the parameters established by the Ministry of Transportation.

- We work together with the Ministry of Transportation to produce the programs, projects and plans concerning the construction, reconstruction, improvement, rehabilitation, conservation, emergency attention, and other Works that the infrastructure of its competence may require.

- We coordinate the executions of plans and programs of our competence with the Ministry of Transportation.

- We advance investigations and studies, and we supervise the executions of Works of our competence according to the Nation's plans and priorities.

- We advise and lend technical support to territorial entities or to their decentralized organisms, in charge of the construction, maintenance and emergency attention within the infrastructures to their charge when they request it so.

- We collect the tolls and other charges on the use of the road infrastructure of our competence.

- We celebrate all kinds of business, contracts and agreements that may be required for the achievement of our objectives.

- We produce, according to the zone's plans, the scheduled land purchases, and we acquire those which are considered a priority to the achievement of our objectives.

- We advance, whether directly or by means of contracting, the relevant studies to determine the projects that may cause a national contribution due to appreciation in relation to the infrastructure of our competence, we revise them and to issue them to be presented to the Minister of Transportation, in accordance to the law.

- We manage and supervise the making of projects addressed to the analysis, liquidation and charge of the National contributions to appreciation, caused by the construction and improvement of the road infrastructure of our competence.

- We provide consultancy in matters of appreciation to the territorial entities and to the State entities that may require it.

- We propose changes we consider convenient to improve the management negotiations.

- We define the technical characteristics of the demarcation and signposting of the road infrastructure of our competence, as well as the rules that shall be applied to its use.

- We execute the plans, programs and projects related to the development of the infrastructure to our charge.

- We control and evaluate the execution of policies, plans, programs and projects related to the development of the infrastructure to our charge.

- We define the technical regulations related to the infrastructure meant for road, river, sea and railway transportation.

- We work together with the National Concessions Institute (Instituto Nacional de Concesiones, INCO) to coordinate the delivery, by means of administrative acts, of the road infrastructure, while developing the concession contracts.

- Any other tasks that may be assigned to us.
