Civil Engineer
graduated from the Escuela Colombiana de
Ingeniería in Bogota, with studies in Project Evaluation from the Universidad Autónoma de México.
With his extensive
professional career, he possesses an extensive experience in the field of road
infrastructure. While in the former National Fund for Local Roads, he held
posts such as: Regional manager of National Territories from the year 1982 to
1984, Regional Vale manager from 1984 to 1993, National Engineering Assistant
manager, put in charge in 1993, Secretary General in 1994.
Likewise, he used
to be undersecretary of Road Infrastructure for the Valle del Cauca's governorship between the year 2000 and the year
2003.
In the private
sector, he has been involved in various projects, working as Manager, Advisor
and Work inspector in the Valle del Cauca.
Here at INVIAS,
this Civil engineer has already held posts such as Territorial Manager of the Valle del Cauca in 2005, Chief of the
Emergency Attention and Prevention office since 2006, Assistant Manager of the
National Roads Network, put in charge in 2007, and Technical Secretary General,
put in charge in 2007 and 2008.
As chief of the
INVIAS' Emergency Office, he has faced highly complex situations, such as the
emergency of La Mojana's flood, the Paez's emergency due to the eruption of
the Nevado del Huila's Volcano, which
cut off all land communication with the area, and the emergencies caused by
landslides on the road network, such as the landslide of Bendiciones, in the road from Buga
to Buenaventura.
Functions of INVIAS' Manager
Act Number 2056 of 2003 (July 24)
Chapter I
Article 7. General Manager's office. The National Roads
Institute's General Manager's office shall exercise the following functions:
7.1 It
shall manage, coordinate, watch over and control the execution of the
organization's or its personnel's functions or programs.
7.2 It
shall carry the Institute's legal representation in every act and contract,
which are necessary for the fulfillment of its functions and objectives.
7.3 It
shall provide general and particular reports to the Head of State and to the
Minister of Transportation, concerning the activities performed, the entity's
general situation and the measures adopted that may affect the course of the
Government's policies.
7.4 It
shall make the decisions which provide the best defense for the entity's
interests.
7.6 It
shall watch over the executions of the dispositions and agreements of the Board
of Directors.
7.7 It
shall lead and forward the contractual activities and ordering of the entity's
expenses, which it may delegate in accordance with the law.
7.8 It
shall guide the making of plans and programs, preliminary budget plans for the entity's
operation and investment, as well as for its modification proposals, and it
shall submit them to the approval of the board of directors, along with the
yearly assessment and financial statements, in accordance with the accountant
and budgeting regulations in force.
7.9 It
shall adopt the technical regulations related to the road, river, sea and
railway transportation infrastructure.
7.10 It
shall report the emergencies that may arise in the infrastructure at its
charge.
7.11 It
shall propose to the Directors Board the projects whose construction or
maintenance are planned to have their funding come from the contributions produced
by appreciation or toll taxes, as well as the latter's locations.
7.12 It
shall distribute, by means of resolution, the national contribution of
appreciation and establish, in general, the necessary resolutions and acts
related with this process.
7.13 It
shall appoint, give possession to, remove, promote and incorporate, in
accordance with the relevant legal dispositions, the entity's personnel, as
well as direct the personnel's administrative activity, dictate the
correspondent acts and establish the general policies on these issues.
7.14 It
shall create and organize, either permanently or temporarily, committees and
work groups required within the organization, in order to ensure its operation.
7.15 It
shall make the statute projects and their reforms, and submit them to the
approval of the Board of Directors.
7.16 It
shall work together with the National Concessions Institute, INCO, to
coordinate the delivery of the infrastructure to concess.
7.17 It
shall issue the required Administrative acts required in the development of the
entity's technical and Administrative activities, in accordance to the
dispositions in force.
7.18 It
shall lead the disciplinary function in accordance to the Law.
7.19 It
shall fulfill any other function imposed on it by legal dispositions and by the
Directors Board.
